Pradhan Mantri Awaas Yojana: Changing lives in rural India

The Ministry of Rural Development has been actively working towards fulfilling the vision of “Housing for All” in rural areas through the Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) since April 1, 2016. The scheme aims to provide assistance to eligible rural households, with an ambitious target of constructing 2.95 crore pucca houses with essential amenities by March 2024.

Making progress towards the target

As of July 19, 2023, remarkable progress has been achieved, with 2.92 crore houses sanctioned and 2.41 crore houses completed in various States and Union Territories. Under PMAY-G, beneficiaries are identified based on specific housing deprivation parameters from the Socio-Economic Caste Census (SECC) 2011, verified by the Gram Sabha, and placed on a Gram Panchayat-wise Permanent Wait List (PWL).

Bridging the gap with awaas+ survey

The Awaas+ Survey, conducted from January 2018 to March 2019, has played a crucial role in identifying additional households eligible for inclusion in the PWL. This valuable data has helped bridge the gap of 91 lakh houses, bringing the overall target within reach.

Transparent monitoring for effective implementation

Monitoring the progress of PMAY-G is carried out using real-time transactional data in the Management Information System (MIS) called Awaas Soft. The scheme undergoes rigorous scrutiny through inspections by central teams, such as Area Officers and National Level Monitors (NLM). 

Additionally, District Development Coordination and Monitoring (DISHA) Committees, led by Members of Parliament, conduct social audits to ensure transparency and effectiveness.

Third-party assessment for national-level impact

The National Level Monitoring system of the Ministry of Rural Development serves as a third-party mechanism to regularly assess the implementation of Rural Development Programmes/Schemes, including PMAY-G, across the nation. This ensures that the scheme’s impact is widespread and reaches those who need it the most.

The Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) is a transformative initiative that is bringing positive change to the lives of millions in rural India. With continued efforts and support, the dream of “Housing for All” in rural areas will soon become a reality.
