According to an official, the Himachal Pradesh government approved the Early Childhood Care and Education Tutor Scheme-2022 for children aged three to six in government primary schools, as part of the National Education Policy (NEP) 2020. According to the spokesperson, the consent was granted at a state cabinet meeting chaired by Chief Minister Jai Ram Thakur here.
The scheme envisions appropriate brain care and stimulation in the early years to ensure healthy brain development and growth, he said, adding that special attention and priority will be given to districts and locations that are especially socioeconomically disadvantaged.
According to the official, the policy also calls for the hiring of pre-primary teachers. Tutors will be hired on an outsourcing basis through the HPSEDC until the education
department develops rules for their recruitment, he said.
The department will design bridge courses for candidates who have completed a one-year diploma in nursery teacher education, pre-school education, or early childhood education to make them eligible for the scheme, according to the spokesperson, who added that such tutors would be paid Rs 9,000 per month.
