SVAMITVA YOJANA : स्वामित्व योजना के 5 साल हाल ही में पूर्ण हुए. राष्ट्रीय पंचायती राज दिवस के अवसर पर 2020 में शुरू की गई स्वामित्व योजना ने ग्रामीण भारत के विकास की दिशा में एक नया अध्याय जोड़ा है। यह योजना केवल भूमि सर्वेक्षण या नक्शा बनाने तक सीमित नहीं है, बल्कि यह ग्रामीण समाज को सशक्त, संगठित और आर्थिक रूप से आत्मनिर्भर बनाने का एक ठोस प्रयास है।
क्या है स्वामित्व योजना?
स्वामित्व योजना का पूर्ण नाम है -Survey of Villages and Mapping with Improvised Technology in Village Areas. यह योजना पंचायती राज मंत्रालय के अधीन संचालित होती है और इसका कार्यान्वयन भारतीय सर्वेक्षण विभाग द्वारा किया जाता है। तकनीकी भागीदार के रूप में राष्ट्रीय सूचना विज्ञान केंद्र सेवा (NICSI) भी इसमें शामिल है।
योजना के प्रमुख उद्देश्य
- ग्रामीण नागरिकों को भूमि एवं घर के मालिकाना हक के स्पष्ट और कानूनी दस्तावेज प्रदान करना
- संपत्ति संबंधी विवादों को समाप्त करना और न्यायिक प्रणाली पर दबाव कम करना
- ऋण एवं अन्य वित्तीय लाभों के लिए ग्रामीणों को सक्षम बनाना
- ड्रोन आधारित सर्वेक्षण के माध्यम से सटीक डिजिटल मानचित्रों का निर्माण
- ग्राम पंचायत विकास योजना (GPDP) के लिए सटीक भू-स्थानिक डेटा प्रदान करना
संपत्ति कार्ड का वितरण
जनवरी 2025 तक 50,000 से अधिक गाँवों में 65 लाख संपत्ति कार्ड वितरित किए जा चुके हैं। यह कार्ड ग्रामीणों को उनके घरों और ज़मीन पर कानूनी अधिकार प्रदान करते हैं, जिससे वे अब सरकारी योजनाओं, सब्सिडी और बैंकों से ऋण लेने में सक्षम हो सके हैं।
ड्रोन सर्वेक्षण और डिजिटल मानचित्रण
अप्रैल 2025 तक 3.20 लाख गाँवों का ड्रोन सर्वेक्षण पूरा किया जा चुका है, जो लगभग 68,122 वर्ग किलोमीटर क्षेत्र को कवर करता है। यह सर्वेक्षण उच्च-गुणवत्ता वाले डिजिटल नक्शों के माध्यम से भूमि के स्पष्ट सीमांकन में मदद करता है।
ग्राम पंचायतों की योजना निर्माण में सहयोग
डिजिटल नक्शों की मदद से गाँवों की स्थानीय विकास योजनाएँ (GPDP) अब अधिक प्रभावी और सटीक बन रही हैं। इससे सड़क, जल आपूर्ति, नाली, और अन्य बुनियादी सुविधाओं की योजना बेहतर ढंग से बनाई जा रही है।
आर्थिक समावेशन को बढ़ावा
संपत्ति कार्डों के माध्यम से ग्रामीण नागरिक अब औपचारिक बैंकिंग प्रणाली में प्रवेश पा रहे हैं। कई लोगों ने इन दस्तावेजों को बैंकों में गिरवी रखकर ऋण लिया है और स्वरोजगार या अन्य व्यावसायिक गतिविधियाँ शुरू की हैं।
वैश्विक मान्यता
भारत की यह पहल वैश्विक मंच पर भी सराही गई है। मार्च 2025 में हरियाणा में आयोजित अंतरराष्ट्रीय कार्यशाला में भारत ने अपनी ड्रोन आधारित सर्वेक्षण प्रणाली को प्रस्तुत किया, जिसे कई विकासशील देशों ने अपनाने में रुचि दिखाई है।
आगे की राह: 2025-26 और उसके बाद
- योजना का विस्तार करके अधिक गाँवों को कवर करने की योजना है।
- डिजिटल ग्राम योजना के अंतर्गत संपत्ति रिकॉर्ड को अन्य योजनाओं से जोड़ने पर कार्य किया जा रहा है।
- स्थानीय प्रशासन को सशक्त बनाकर संपत्ति प्रबंधन में उनकी सक्रिय भूमिका सुनिश्चित की जाएगी।
