EDUCATION FOR ALL, ‘NEW INDIA LITERACY PROGRAMME’

Knowledge and education are most potent weapon of any individual. It helps to lead a better life in all terms. India has always been a deep insight for education and educating the people of Nation.   

To further strengthen the link of this tradition of education the Indian government has launched a new programme to provide education to those who are illiterate. Entitled as “New India Literacy Programme” was recently approved for the fiscal years 2022-2027, including all aspects of adult education and aligning with the National Education Policy 2020.

It also aligns with Budget 2021-22, which announced improved access to resources and the introduction of online modules encompassing the entire spectrum of adult education. The scheme’s estimated total outlay for FYs 2022-27 is Rs.1037.90 crore, which includes a central portion of Rs. 700 crore and a state share of Rs. 337.90 crore. “Education for All” will replace the term “Adult Education.”

New India Literacy Programme Goals

  • To teach not only core literacy and numeracy, but also additional skills that a citizen of the twenty-first century needs.
  • Critical life skills are among the other components (including financial literacy, digital literacy, health care and awareness, child care and education, and family welfare, commercial skills).
  • Development of vocational abilities, with the aim towards obtaining local employment.
  • Education at its most basic level, including preparatory, middle, and secondary stage equivalency.
  • Continuing education- including engaging holistic adult education courses in science, arts , sports, technology, culture, and recreation, as well as other topics of interest or use to local learners, such as more advanced material on critical life skills .

How will the New India Literacy Programme be executed?

  • Volunteerism in the form of online volunteering will be used to carry out the scheme.
  • Face-to-face training, orientation, and workshops for volunteers are all possible.
  • All materials and resources must be made available in digital format.
  • The idea will be implemented through a school.
  • Schools will be used to perform beneficiary and volunteer teacher surveys.

Who will be covered under the New India Literacy Programme?

Nonliterates aged 15 and up in all states and territories will be covered in this programme. The target is to reach 5 (five) crore learners at a cost of Rs 1.00 crore per year using the “Online Teaching, Learning, and Assessment System (OTLAS)” developed in collaboration with the National Informatics Centre, NCERT, and NIOS.

What is the need for such a scheme?

According to the 2011 Census, the total number of people aged 15 and up who are illiterate in the country is 25.76 crore (in which the number of Males are 9.08 crore & Females are 16.68 crore).
Despite the fact that the number of persons certified as literates increased by 7.64 crore under the Saakshar Bharat initiative, which ran from 2009-10 to 2017-18, it is estimated that around 18.12 crore adults in 
India are still illiterate.

What type of instruction will be delivered as part of this programme?

The following stage equivalencies will be covered in education:
  • Preparatory stage
  • Middle stage
  • Secondary stage

Critical life skills for citizens, such as the ones listed below, will be provided:

  • Financial aptitude
  • Literacy in the digital age
  • Abilities in business
  • Health care and education
  • Education and child car
  • Family well-being

Adult education courses will also be offered in the following areas:

  • Arts
  • Sciences
  • Technology
  • Culture
  • Sports
  • Recreation

What further initiatives have been taken in this direction?

  • The National Skill Development Corporation (NSDC) is a non-profit organisation who aims to promote skill development by promoting the creation of large, high-quality for-profit vocational institutions. It acts as a catalyst for skill development through funding firms, organisations, and businesses that offer skill training.
  • The Digital India Programme brings together a number of existing initiatives by restructuring and refocusing them, and then implementing them in a coordinated manner.
  • Pradhan Mantri Gramin Digital Saksharta Abhiyan: It is one of the country’s greatest efforts aimed at making residents technologically literate.
  • The National Digital Literacy Mission seeks to provide critical digital literacy skills to at least one person in every household by 2020.
  • Samagra Shiksha is an integrated school education programme that goes from pre-school to class XII and seeks to deliver quality education to all students at all levels of education.

People need to be truly free. Children and working adults around the world need to learn to read and to write, and educational institutions around the world should provide that training. Schooling for children and literacy training for adults should be included in national educational planning as complementary parts.
