Budget 2026: हर साल 1 फरवरी के दिन 11 बजे वित्त मंत्री भारत का बजट संसद में पेश करते हैं। भारत का सबसे पहला बजट ईस्ट इंडिया कंपनी के स्कॉटिश अर्थशास्त्री और राजनीतिज्ञ जेम्स विल्सन ने 7 अप्रैल, 1860 को पेश किया था। वहीं आजाद भारत की बात करें तो पहली बार तत्कालीन वित्त मंत्री आरके षणमुगम चेट्टी (RK Shanmukham Chetty) ने 26 नवंबर 1947 को संसज में बजट प्रस्तुत किया था। ऐसे में क्या आप जानते हैं कि Interim Budget क्या है और ये सामान्य बजट से कैसे अलग है। तो हम आपके इस कंन्फ्यूजन को दूर कर देते हैं।
क्या होता है बजट शब्द का अर्थ?
बजट या Budget शब्द फ्रेंच लैंग्वेजे के ‘Bougette’ से बना है। जिसका मतलब होता है- चमड़े का बैग। भारतीय संविधान के आर्टिकल 112 के अनुसार आम बजट एक फाइनेंशियल ईयर में गर्वमेंट के इनकम और खर्चे का पूरा ब्योरा होता है।
बजट क्या होता है?
आसान भाषा में इसे समझने की कोशिश करते हैं। बजट एक तरह से Estimated Income और Estimated Expenses का हिसाब-किताब होता है। उदाहरण के लिए जैसे आप हर महीने अपने घर का बजट बनाते हैं कि कितनी इनकम है और कितना खर्च हो रहा है कहां बचत करना है। ऐसा ही सरकार का भी बजट होता है। सरकारी बजट आम तौर पर आने वाले एक साल के लिए आमदनी और लागत का फ्रेमवर्क होता है। सरकार के बजट का टाइम लिमिट 1 अप्रैल से 31 मार्च तक के लिए होता है।
अंतरिम बजट क्या है?
Interim Budget उस साल लाया जाता है जब देश में लोकसभा चुनाव नजदीक होते हैं। Interim Budget में किसी नई योजना की शुरुआत नहीं होती है बल्कि पहले से चल रही योजनाओं के लिए बजट बनाया जाता है। जिससे जरूरी खर्चों के लिए राशि दी जाती है। इसे आप ऐसे समझ सकते हैं कि ये एक छोटा बजट होता है। यह बजट तब तक मान्य होता है जब तक चुनाव के बाद नई सरकार सत्ता में नहीं आती है। जबकि नार्मल फाइनेंशियल ईयर में आम बजट या पूर्ण बजट प्रस्तुत किया जाता है।
पहले किसने प्रस्तुत किया अंतरिम बजट?
साल 2024 का Interim Budget निर्मला सीतारणम ने प्रस्तुत किया है। ये उनका पहला अंतरिम बजट है। Nirmala Sitaraman से पहले साल 2019 में अरुण जेटली के बीमार पड़ने के बाद वित्त मंत्रालय का अतिरिक्त प्रभार संभाल रहे केन्द्रीय मंत्री पीयूष गोयल ने Interim Budget पेश किया था। प्रधानमंत्री मोदी की सरकार जब दूसरी बार सत्ता में आई तो भारत की Finance Minister Nirmala Sitaraman बनीं। जिसके बाद उन्होंने 5 जुलाई, 2019 को पूर्ण बजट प्रस्तुत किया था। वित्त मंत्री के रूप Nirmala Sitaraman पहली बार 2019 में Budget प्रस्तुत किया था।
