CENTRE LAUNCHES WELFARE SMILE SCHEME FOR TRANSGENDER COMMUNITY

On February 12, 2022, the Department of Social Justice and Empowerment in New Delhi inaugurated the “SMILE: Support for Marginalized Individuals for Livelihood and Enterprise” scheme.

About SMILE Scheme

SMILE is a scheme run by the Central sector. Support for Marginalized Individuals for Livelihood and Enterprise is the name given to it. Minister for Social Justice and Empowerment introduced it. The initiative was created to provide assistance to the transgender community as well as persons who beg.

Sub-schemes under the SMILE umbrella
The scheme is divided into two sub-schemes:
  • Comprehensive Rehabilitation for the Welfare of Transgender People in the Central Sector .
  • People who engage in the act of begging are eligible for a Central Sector Scheme for Comprehensive Rehabilitation.

The scheme’s objectives

The SMILE initiative aims to reinforce and broaden the reach of rights that provide targeted groups with the legal protection and security they require.
It considers the numerous dimensions of identity, education, medical care, shelter, and occupational prospects that are essential for social security.

The scheme’s funds

For the financial years 2021-22 to 2025-26, the Ministry has set out Rs. 365 crore for the scheme.

The ‘Central Sector Scheme for Comprehensive Rehabilitation for the Welfare of Transgender Persons’ has several components.

The ‘Central Sector Scheme for Comprehensive Rehabilitation for the Welfare of Transgender Persons’ has several components.
It contains the following items:
  • Scholarships for transgender students in grades 9 through 12 and until they complete their studies.
  • Under the PM-DAKSH scheme, skill development and livelihood are prioritized.
  • Gender-Reaffirmation procedures will be supported by a composite medical health package in collaboration with PM-JAY at chosen facilities.
  • Shelter Homes ‘Garima Greh’ will supply all basic necessities (food, clothing, medical assistance), as well as recreational and skill-development opportunities.
  • Each state shall establish a Transgender Protection Cell to monitor cases of offenses and ensure timely registration, investigation, and prosecution.

‘Comprehensive Rehabilitation of Persons Engaged in the Act of Begging’ includes the following components:

  • Implementing Agencies conduct surveys and identify beneficiaries.
  • Outreach efforts will be done to encourage people who are begging to use the services provided by Shelter Homes.
  • Children who are involved in the act of begging will be able to receive an education in shelter houses.
