NAGALAND STATE BECOMES FIRST PAPERLESS ASSEMBLY BY IMPLEMENTING NATIONAL E-VIDHAN APPLICATION PROGRAMME

Nagaland, a state in northeast India, made history by becoming the first in the country to execute the National e-Vidhan Application (NeVA) programme to go totally paperless.
The Nagaland Assembly Secretariat has placed a tablet or e-book on each table in the 60-member assembly for the ongoing budget session.

About the National e-Vidhan App

NeVA is a type of work-flow system that was installed on NIC Cloud, MeghRaj, to assist the Chair of the House in successfully conducting House proceedings as well as doing House Legislative Business in a paperless way.

NeVA is a member-centric and device-neutral application that was created to enable members to intelligently handle various House Business by storing all information related to members’ contact information, list of business, rules of procedure, bulletins, notices, starred or unstarred questions and answers, bills, committee reports, papers laid, and other information in their handheld devices such as tablets, and equipping all Departments and Legislatures to handle it efficiently.

The procedure of sending out a request or notice for data gathering is completely removed when using NeVA.

Members of the House of Representatives have access to a protected area where they can send queries and other notices.

mNeVA is a mobile version of NeVA that is compatible with both Android and iOS. The public now has access to information about how legislators conduct business with mNeVA, which can be accessed at any time and from any location.

The central government and the state governments split the cost of implementing NeVA in a 90:10 split.

NeVA’s aim

NeVA intends to connect the country’s legislators together on a single platform, resulting in a vast data repository without the complexity of various apps.

Concerning Paperless Assembly

Paperless Assembly, often known as e-Assembly, is a concept that uses electronic tools to make assembly labour easier. e-Assembly automates the entire legislative process, including information sharing, document management, and decision-making.
