Union Finance Minister Nirmala Sitharaman has recently unveiled an e-bill processing system. The system aims to bring more transparency, efficiency and expedite the payment process. Nirmala Sitharaman was the Chief Guest at the 46th Civil Accounts Day, where she announced the electronic bill (e-Bill) processing system as part of the ease of doing business and Digital India eco-system.

What is an e-bill processing system?

e-Billing is a method of electronically transferring bills rather than using paper. Customers who are billed electronically can access their bills via the online, email, or machine-readable data formats. As e-Billing saves time, it would be a more efficient and straightforward approach to comply with the government’s call to make India digital. It would also cut down on errors.


e-Bill processing system to be adopted in all Central Ministries and Departments

The e-Bill system has been implemented in eight ministries on a pilot basis. It will be rolled in across all ministries and departments between the year 2022 and 2023.

“This will be an additional step toward more transparency, efficiency, and a faceless-paperless payment system. Suppliers and contractors will now be able to file claims online, which will be tracked in real-time”, according to a statement from the ministry.

e-Bill will close even small windows accessible for misuse

Because a contractor or supplier to the government will be able to file their claims digitally, the e-Bill, according to Sitharaman, will close even any small window which is accessible for misuse in terms of rent-seeking.

“You won’t have to go to government offices if you submit your claim using digital signatures. Your payment will be sent to you as soon as your claim has been verified by a digital signature “According to Sitharaman.

Nirmala Sitharaman highlighted the efforts in the financial inclusion drive

During the launch, Sitharaman emphasized the government’s efforts to leverage technology to aid the country’s financial inclusion push. She also praised the Pradhan Mantri Jan Dhan Yojana, claiming that Jan Dhan accounts had eliminated financial discrimination and enabled poor people to receive financial assistance straight into their accounts.

Various ministers attended the inauguration of the E-bill processing system such as- Finance Secretary Dr. T.V. Somanathan Sonali Singh, Head of the Controller General of Accounts (CGA) Organization Dharitri Panda, Additional CGA (PFMS), and Bharati Das, Principal CGA (MHA), as well as other senior dignitaries from the CGA and Ministry of Finance.
